GRETA: Third report on Monaco

In a report published on 11 June 2024, the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) calls on Monaco to step up its efforts to combat human trafficking. The report recommends improving the identification of victims, strengthening the judicial response and combating labour exploitation, particularly in the domestic work, construction, hotel and restaurant sectors, as well as on private yachts.

Since 2016, no victims have been officially identified in Monaco, but the risk of exploitation remains. While GRETA notes progress in the legislative framework and training for professionals, the group stresses the need for a strategic policy document on trafficking.

Recommendations include:
  • Strengthen the capacity of the Labour Inspectorate.
  • Increase unannounced inspections in high-risk sectors.
  • Putting in place effective reporting mechanisms.
  • Ensuring that trafficking offences are added to the Criminal Code and effectively prosecuted.
  • Ensure that victims are informed of their rights to compensation and receive legal assistance.

GRETA welcomes the introduction of a compensation scheme for victims and recommends the inclusion of a recovery period and a renewable residence permit for victims of trafficking.
